UniCredit CEO Andrea Orcel’s lowball Commerzbank offer may leave him with a big stake in his €43 bln prey. But he can’t merge, extract the full cost savings or totally control the board. Still, he is at least in a much better place to win over Berlin, or pay a proper premium.
